EU Mobility Package 2022
The Mobility Package decided by the EU concerns legislative initiatives to obtain a common set of rules in the road transport sector across Europe.
The purpose of the EU Mobility Package is to secure better working conditions for drivers (working hours - rest period - salary - etc.).
The introduction of these new rules will have an impact on the planning as well as on the cost of transport. The biggest consequences are:
- Shortage of capacity
- Increase of costs
- Documentation and administration becomes more complex
- Lower productivity

We monitor the situation closely and we'll inform our clients of any possible changes.
A short summary of the most important changes can be found below.
- Truck drivers are not allowed to spend their weekly rest in the cabin (must be taken in a suitable accommodation).
- Accommodation must be paid by the employer.
- The truck drivers must be granted the possibility to return home every 3rd to 4th week.
- Average weekly working hours of max. 48 hours over a 4-month period.
- Maximum daily working time of 10 hours within a period of 24 hours where night work is performed.
- The driver has the same social-, working- and employment conditions as the country he drives in (loading/unloading). Not applicable for transit countries.
- The journey must be notified prior to the start of the transport in IMI, by filing a posting declaration.
- All trucks must manually register all border crossings.
- The cabotage regulations apply to the road part of a combined transport as well.
- When a truck has reached the maximum allowed cabotage transport in a specific country, the truck needs to leave the country for a cool down period of 4 days before returning to the country.
- The truck must return home every 8 weeks.
- Installation of SMART tachographs - as from 21.08.2023
- Further changes to tachographs - as from 21.08.2025
- Tachographs for trucks/delivery vans over 2.5 tonnes - as from 01.07.2026
